North Korea proposes Red Cross repatriation talks with South

North Korea is proposing Red Cross repatriation talks with the South, with regard to the 31 North Koreans who were picked up by the South in a fishing boat early in Feb.
The South is claiming that the 31 had chosen to defect, and tried to repatriate 27 North Koreans on 4 Mar, but the North rejected the offer, insisting that all 31 Koreans be returned.
This latest incident contributes to the stressed state of cross-border tensions which ha been running high since 2010.
