Simon Tay, the SIIA chairman, represented Singapore at the recent ASEAN Regional Forum meeting of Experts and Eminent Persons. The meeting hosted by Indonesia and New Zealand explored ways for the regional forum to move ahead with preventive diplomacy to prevent conflicts or their escalation to violence. These efforts have been promised in the ARF but have yet to be put into practice given sensitivities in some countries. The two day meeting in Bali, attended also by officials, has proposed an action plan for the governments to consider.
